I think the top two cartoons are easy to compare and contrast. One gives an inviting appearance of the United States near the turn of the century, the other more exclusive to whites and Western Europeans. I'm assuming it is referencing the Chinese Exclusion Act, and similar legislation meant to restrict the numbers of Japanese and other "undesirables" coming into the U.S.

I blew up the photo and what do you make of the statement on the bottom that states As to Japanese exclusion, perhaps if they came in kimonos the REAL undesirables might also be kept out.
Looking at the Welcome to all picture I see in the clouds the word WAR, what war was going on at this time? Is that another reason they came from europe?

Was there a connection to the fact that the Europeans came from a cross-section of society and included educated, wealthy people while the Chinese Exclusion Act was a reaction to the influx of Chinese laborers? (To build the western end of the transcontinental railroad?
